I think it's a great idea. New players will likely join a server before they figure out how to load the tutorial. Probably try to make it feel like a guided tour of what the game/community has to offer instead of just info dumping.
Something else, from experience we've had new players stop by BCS sometimes while the server is empty. But we have a channel in our Discord server that lets players in-game talk to people in our Discord. Typically someone in our community will end up chatting with the new player and help them get a sense for where to find things. Might be worth working with a well established Discord like BCC or BLU to set something similar up. That way you don't have to constantly be on the server in-game to catch new players.
